Is the recession ending? In late July  the Bank of Canada issued a statement that the recession is over.  Newsweek made indications that the bleeding of the recession has come to an end and CIO Magazine reported last week that IT Jobs rose.  In addition CIO published in what cities IT jobs are located and where those IT jobs are not.
